Set on an American Army base in 1989, as the Berlin Wall is about to fall, this black comedy follows Specialist Ray Elwood (Joaquin Phoenix), who gets caught up in a web of illicit activities, including black market dealings and drug trafficking. Elwood easily dupes his superior, Colonel Berman (Ed Harris), and has an affair with Berman’s wife. However, the arrival of the new sergeant, Robert Lee (Scott Glenn), threatens to upend Elwood’s schemes, leading to a series of dangerous and darkly humorous events.
