After saving the world from Dr. Deplorable (in How to Be a Supervillain, 2017), Victor Spoil finds himself back at Junior Super Academy with boring classes and mean bullies. Fed up, Victor announces he is going to quit villainy to become a librarian! His new plans are quickly derailed, however, when a number of superheroes and supervillains begin disappearing. When Victor almost gets tractor-beamed up to an alien ship, he discovers the Commodore is collecting various supers to pit against each other in battle-to-the-death gladiator matches. To prevent being added to the collection himself, Victor convinces the Commodore that he is missing the best super out there: Captain Chaos. The Commodore agrees to an exchange all the parents will be let go if Victor produces this reclusive character. There is just one teeny, tiny problem: Captain Chaos doesn't exist. Fry has succeeded in furthering the adventures of Victor, the supervillain with an innate good side.
