Hubbard (IT management consultant) dispels the idea that decision intangibles are immeasurable. For him, the challenge is rather to find the metrics of problem resolution. To that end, the book's 14 well-written chapters bring new perspective and insight into the ways in which statistical principles and practices can be used to provide a substantive dimension to decision uncertainties. The book is divided into four sections: "Measurement: The Solution Exists," "Before You Measure," "Measurement Methods," and "Beyond the Basics." Topics include measurement concepts, objects, and methods; cost-benefit analysis; designing the measurement instrument; linear models; error costs; uncertainty, risk, and Monte Carlo simulations; experiments; sampling methods and Bayesian statistics; measuring subjective elements such as values and attitudes; applying Lens and Rasch models; and new measurement instruments including the Internet and prediction markets. From information technology to venture capitalism, a broad spectrum of excellent contemporary examples enhance the chapters. A Web site provides readers with additional downloads, forums, and links to professional resources. Chapters are readable, but a familiarity with general statistics will be helpful for thoroughly understanding the subject matter. Summing Up: Recommended.
